Madison County Detention Center 2020 Annual PREA Report

In accordance with the Prison Rape Elimination Act of 2003, the Madison County Detention Center has established a zero tolerance standard regarding the incidence of rape and sexual activity.

The occurrence of sexual abuse at the Madison County Detention Center is very low.

Upon reviewing the aggregated data for 2020 it was determined that there were one (1) incidents of Sexual Harassment reported.

2020 Madison County Inmate Statistics

Total: 238 bookings

Male: 169

Female: 69

Sexual Harassment incident included, an inmate accusing a deputy of looking at the inmate’s genital area and licking their lips. The incident was investigated and found to be unsubstantiated.

Sexual Assault incident included an inmate who kissed another inmate while in the bathroom area of the pod. This report was unsubstantiated. The inmates were separated with one inmate being moved to a different facility.

Sexual Harassment: 1 incident

Sexual Assault: 0 incidents

Upon reviewing the aggregated data for 2019 it was determined that there was (1) incidents of Sexual Harassment reported, and one (1) incident of Sexual Assault.

Sexual Harassment incident included, an inmate looking at another inmate inappropriately. The incident was investigated and found to be unfounded.

Sexual Assault incident included two inmates. This report was found to be unfounded.

The occurrence of sexual abuse at the Madison County Detention Center is very low.

Upon reviewing the aggregated data for 2018 it was determined that there was (2) incidents of Sexual Harassment reported, and one (1) incident of Sexual Assault.

2018 Madison County Inmate Statistics

Total: 744 bookings

Male: 531

Female: 213

Sexual Harassment incidents included, an inmate talking on the telephone using sexual language in font of another inmate, and an inmate talking to another inmate sexually about a maintenance staff member. One of the incidents was investigated and found to be unsubstantiated. All perpetrators and victims were separated and move to different housing units for their safety.

Sexual Assault incident included two inmates who consensually kissed one another while in the bathroom area of the pod. This report was substantiated. Where this was consensual behavior there is no perpetrator in this incident. The two inmates were separated and kept in different housing units.

In accordance with the Prison Rape Elimination Act of 2003, the Madison County Detention Center has established a zero tolerance standard regarding the incidence of rape and sexual activity.

The occurrence of sexual abuse at the Madison County Detention Center is very low.

Upon reviewing the aggregated data for 2017 it was determined that there were three (3) incidents of Sexual Harassment reported, and one (1) incident of Sexual Assault.

2017 Madison County Inmate Statistics

  • Total: 786 bookings
  • Male: 548
  • Female: 238

Sexual Harassment incidents included, an inmate walking in on another inmate masturbating, an inmate offering and attempting to kiss another inmate, and an inmate asking for sex from another inmate. Two of these three incidents were substantiated. All perpetrators and victims were separated and move to different housing units for their safety.

Sexual Assault incident included an inmate who kissed another inmate while in the bathroom area of the pod. This report was unsubstantiated. The perpetrator in this incident was moved to a different facility.
